An update on recent legislation

On Feb. 16, the Iowa legislature approved changes to the state law (Chapter 20) which governs union negotiations for public workers. The new legislation will limit the role public employee unions can play in contract negotiations, including no longer being able to negotiate health insurance, evaluation procedures, staff reductions and leaves of absence for political purposes, among others.

The new legislation will limit the role public employee unions can play in contract negotiations, including no longer being able to negotiate health insurance, evaluation procedures, staff reductions and leaves of absence for political purposes, among others.
The GHAEA Education Association and Board reached an agreement for the 2017-18 school year during a special meeting on Feb. 13. This agreement increases total compensation by 2 percent and ensures
that health insurance plans will remain as is, with the exception of certified
staff paying 20 percent of family health premiums rather than a flat amount. Details can be found in
the Feb. 28 board agenda.
With this agreement, GHAEA staff can count
on:
. The Board and administration understand the
strength of GHAEA lies in the people who each day work with children, parents
and educators.
. The Board and administration
understand that attracting and retaining quality individuals depends on a
competitive level of wages, benefits and working conditions.
. The Board and administration have always
viewed the “cost” of contract settlements to include the value of salaries and
insurance. If future limitations are placed on health insurance, resulting in
lower premium costs, corresponding adjustments will be made to wages.
. The Board and administration will continue to
listen to staff, through the bargaining process and/or outside the bargaining
process.
. The Board and administration will strive to
maintain a high level of trust with all staff.
The Board and administration reassure all staff that we are committed to maintaining strong relationships
within our agency and with the schools we serve. The well being
of children and families will remain in the forefront. In addition, we will continually
work to attract and retain qualified and dedicated team members.
