Dr. E. Robert Stephens who wrote the original legislative language to create Iowa's AEAs died on Feb. 8. He served nationally on the Association of Educational Services Agencies Board and was a champion for education, especially for educational service agencies. One of the Iowa AEA Awards is named for him and recently he was presented with a Friend of the AEAs award by the AEA chief administrators (photo).
